Registering your address in Germany is one of the first and most important administrative steps after moving. The Anmeldung (initial registration) and Ummeldung (change of registered address) are legal requirements under the Bundesmeldegesetz, and missing the deadline can result in a fine. For freelancers and directors, the registration also triggers a chain of further notifications to other authorities. For a broader overview of which German authority tasks are worth outsourcing entirely, see our guides to and
This guide covers the process clearly, including what documents you need, how the appointment works, what the online option looks like, and what else needs to happen after you have registered.
Anmeldung vs Ummeldung: what is the difference
Anmeldung is the initial registration of a new address in Germany. It applies when you move to Germany for the first time, or when you return after deregistering.
Ummeldung is a change of registered address when you move within Germany. The process is essentially the same, but your existing German registration history means some steps (such as receiving a new Steuer-Identifikationsnummer) do not apply again.
Abmeldung is the deregistration of your address, required when you leave Germany entirely. It is not covered in this guide but follows a similar process.
The 14-day deadline
Under § 17 BMG, you must register your new address within 14 days of actually moving in. A fine of between €10 and €1,000 can apply if you miss it under § 54 BMG.
The deadline starts from the date you actually move in, not from the date your tenancy agreement begins. If you move in on 3 August, the deadline is 17 August.
In practice, if you can show you booked an appointment within the 14-day window, most authorities will not issue a fine even if the appointment itself is scheduled for a later date. In cities like Berlin and Munich, appointment slots at the Bürgeramt can be booked out for several weeks. The practical advice is to book your appointment on the day you move in or in the first week. Booking confirmation within the 14 days is generally treated as meeting the obligation.
The registration itself is free of charge nationwide.
What documents you need
Three documents are required at the appointment:
1. Valid identity document. Your Personalausweis or Reisepass for every person being registered at the address. Children are also registered at the same appointment.
2. Wohnungsgeberbestätigung. A written confirmation from your landlord confirming you have moved in, required under § 19 BMG since 2015. Your landlord must provide this within 14 days of your moving in. Without it, the Bürgeramt will not complete the registration. The practical advice is to ask your landlord to sign it at the moment of key handover.
3. Registration form (Anmeldeformular). Available on the Bürgeramt website or provided at the appointment itself. Some cities allow you to complete it in advance, others provide it on the day.
How to book and what to expect
The Bürgeramt responsible for your new address handles the registration. In larger cities, appointments must be booked online in advance through the city’s appointment system. Walk-in access is not standard in most major cities.
In Berlin, online registration via BundID is now available for address changes, provided you have a Personalausweis with the online ID function (eID) activated and the AusweisApp on your phone. For first-time registration from abroad, an in-person appointment is still required.
The appointment itself typically takes 15 to 30 minutes. At the end, you receive your Meldebescheinigung, a document confirming your registered address. This document is required by banks, employers, the Finanzamt, and the Krankenkasse. Keep several copies.
What happens automatically after registration
When you register your new address, the Bürgeramt notifies the Finanzamt of your new address automatically. Your address update flows through the system without a separate Finanzamt notification for most straightforward cases.
If you are registering in Germany for the first time from abroad, the Bundeszentralamt für Steuern will send your Steuer-Identifikationsnummer to your registered address by post. This takes approximately two to four weeks. The Steuer-ID is required for almost all financial and tax transactions in Germany and cannot be applied for separately before registration.
How long should I wait for a response?
The Meldebescheinigung is issued immediately at the appointment. There is no waiting period for this document.
The Steuer-ID for first-time registrants arrives by post within two to four weeks of registration. If it has not arrived after four weeks, you can request a duplicate from the Bundeszentralamt für Steuern.
If your address update has not been reflected in your Finanzamt records after six weeks, a written follow-up is appropriate. This sometimes happens where a freelancer has a separate tax registration address for their business that differs from their residential address.
What freelancers and directors need to do after moving
For most employees, registering at the Bürgeramt is essentially the whole process. For freelancers, GmbH directors, and self-employed individuals, a move triggers several further notifications that the Bürgeramt does not handle.
Finanzamt: Although the Bürgeramt notifies the Finanzamt of a residential address change, freelancers who file tax returns independently should also notify the Finanzamt directly, particularly if the responsible Finanzamt changes because of the move. A change of district can mean a new Finanzamt takes over your file, which requires an active transfer of the tax record.

Krankenkasse: Your Krankenkasse needs to be notified of your new address separately. This is not handled by the Bürgeramt. Most Krankenkassen accept an online notification via their member portal or a written letter.
Familienkasse: If you receive Kindergeld, the Familienkasse must be updated with your new address and, if applicable, your new bank details. Failures here can cause payment disruptions.
Gewerbeamt: If you have a registered trade (Gewerbe), the Gewerbeamt at your new address may need to be notified, and the Gewerbe may need to be re-registered at the new location depending on whether the business address is also changing.
If you are unsure whether your activity classifies as a Freiberufler or Gewerbetreibender, our guide to covers the distinction and what it means for your registration obligations.
GmbH registered address: If your GmbH uses your home address as its registered business address (Geschäftsadresse), the address change must be formally recorded and, depending on the Articles of Association, may require a change to the commercial register (Handelsregister). This is a separate legal process from the personal Anmeldung. For GmbH directors considering the structural implications of a business address change alongside a personal move, our guide to covers the relevant structural considerations.
Banks and financial institutions: Not automatic. Each bank, investment platform, and financial institution must be notified separately.
Moving within the same city vs to a different city
Moving within the same city or district follows the same process as any other Ummeldung. If you stay within the same Kfz-Zulassungsbezirk (vehicle registration district), you do not need to re-register your car. If you cross a district or city boundary, vehicle re-registration is required at the Zulassungsstelle with a new number plate.
The Finanzamt assignment may or may not change when moving within a city, depending on whether different districts fall under different offices. In Berlin, for example, different boroughs have different Finanzämter.
Common mistakes
Forgetting to request the Wohnungsgeberbestätigung from the landlord before the appointment. This is the most common reason registrations are turned away at the Bürgeramt. Ask for it at key handover.
Waiting to book an appointment until it is too late. In major cities, appointment slots fill up weeks in advance. Book on moving day, not in the second week.
Assuming the Bürgeramt notifies all relevant authorities. It notifies the Finanzamt of a residential address change. It does not notify the Krankenkasse, Familienkasse, Gewerbeamt, banks, or the commercial register.
For GmbH directors: confusing personal Anmeldung with business address change. The two are separate processes governed by different rules.
For first-time registrants: assuming the Steuer-ID arrives quickly. Allow two to four weeks. Do not commit to financial transactions that require the Steuer-ID before it has arrived.
Frequently asked questions
What is the Wohnungsgeberbestätigung? A written confirmation from your landlord confirming you have moved into the property, required under § 19 BMG. Without it, the Bürgeramt cannot complete your registration.
Can I register online? In some cities, yes. Berlin offers online registration via BundID with eID for address changes within Germany. For first-time registration from abroad, an in-person appointment is still required. Check your specific city’s Bürgeramt website for the current position.
Does the Bürgeramt notify the Finanzamt? Yes, for your personal residential address. Freelancers who have a separately registered business address or who move to a new Finanzamt district should also notify the Finanzamt directly.
What if my Bürgeramt appointment is after the 14-day deadline? If you booked the appointment within the 14-day window, most authorities treat this as meeting the obligation. Keep the booking confirmation as evidence.
Do I need to re-register my car? Only if you move to a different Kfz-Zulassungsbezirk. Moving within the same district does not require vehicle re-registration.
What does the Meldebescheinigung cost? The registration itself is free. A new Personalausweis costs €46 for adults over 24 from February 2026 if you need one at the same time.
The bottom line
The Anmeldung and Ummeldung process in Germany is legally required, time-limited, and simpler than most people expect once you know what documents are needed. The 14-day window is tight in major cities, so booking the appointment early is the most important practical step.
For freelancers and directors, the Bürgeramt registration is the start of the process, not the end. The notifications to the Finanzamt, Krankenkasse, Familienkasse, and Gewerbeamt are all separate, and for GmbH directors, a business address change may require additional legal steps.
